Summary:Based on the fact that people should not only be targets of development but equal participants in it, and not only to improve the economic situation but are part of the development process and its context. Therefore, it was necessary to take a thoughtful and careful stand through which we recognize the reality of community participation in Iraq, what are the capabilities, skills, abilities, and local knowledge that exist, and seek to develop them to improve the investment of historical areas by focusing on means and techniques of community participation and methods and programs of investment in historical areas. The research problem was to find out how community participation improves investment in historical areas, represented by the historic city of Babylon, as a sample of this research. Researchers have concluded that community partnership should act as a component of a multi-partnership system that includes public institutions, the private sector, academic institutions, and voluntary partnerships. In order to achieve financial returns and enhance residents’ connection to their cultural and historical heritage, it also recommended strengthening the role of cooperative societies as a component of the investment system in historical areas.
