Summary:The revitalization of Iraq’s historical cities plays an important role for the organizational, economic, administrative, and cultural centers in the tourism system. The tourism industry is undoubtedly one of the main economic engines in the world. The competent authorities must work to develop the historical Iraqi cities and invest in their status as important tourist destinations. This research focuses on tourism investment management to activate the historical areas by focusing on the objectives of tourism investment and the mechanisms for activating the historical areas. The research problem was represented by an attempt to find out how the Iraqi authorities invest in their historical sites, represented by the historical city of Ur as a sample for this research. The researchers concluded that the process of rebuilding the urban, cultural, and historical heritage after this long time of political conflicts in Iraq is not related to documenting the destruction and reporting the damage only, but rather is related to rebuilding what is important for the Iraqis and their society to achieve resilience and a better future by embracing change. The reconstruction is an attempt to find continuity with the pre-conflict past.
