Summary:As to the Envo Diesel programme, the implementation plan has already been spelt out in the National Biofuel Policy. This will be in stages. We are currently carrying out voluntary trials in government departments. Trials are also being carried out in commercial buses. A total of 130 government vehicles, 18 Malaysian Palm Oil Board (MPOB) vehicles and 51 commercial vehicles in Miri are involved. So far, since the trials officially started in March this year, no technical problems have been reported. In fact, field trials on MPOB vehicles had been conducted much earlier without any technical problems. However, we wanted to expand the trials to assure the users before implementing it on a wider scale nationwide. At this point, I wish to explain what Envo Diesel is and why we are implementing it in Malaysia. Five percent palm biofuel in the form of `processed palm oil' will be blended with 95% diesel to produce Envo Diesel. For the processed palm oil, we had explored the possibility of fusing RBD Palm Olein, RBD Palm Oil and Palm Methyl Ester. Factors such as economics and the amount of processed palm oil that can be blended had to be taken into consideration. Palm Methyl Ester is technically the best option but it is priced higher, almost RM1 per litre higher than RBD Palm Olein. A 5% blend of RBD Palm Olein and 95% diesel meets the specifications for Malaysian diesel MS:123. So, we decided that the best option was to proceed with RBD Palm Olein. This is cheaper.
