Summary: | The Best Value initiative, launched by the Government last July, should act as a powerful force in increasing local democracy and accountability. It should help to put the public at the heart of decision making at the local level. However, for this to happen early legislation is essential. It is argued that legislation should be introduced to change the Compulsory Competitive Tendering regime and to remove restrictions which prevent local authorities from performing services for other public bodies. The Local Government Association believes that six objectives should service local government as the tests of success in achieving Best Value, including: 1. Best Value as a duty to the public should enhance local democracy and accountability. 2. Best Value should be owned by local government. 3. The delivery of Best Value to the public must benefit from the shared experience of best practice in local government. |
