Summary: | According to VA, some of the potential benefits of the RAMP program include: (1) early participation in the new, more efficient review process for VA benefit decisions; (2) potentially faster decisions and early resolution of disagreements; (3) multiple review options (supplemental claim, higherlevel review, or appeal to the Board sometime after February 2019); (4) the same potential effective date for benefits regardless of the review option chosen; (5) the option to ask for a quick, fresh look at a VA decision by an experienced claims reviewer; (6) a new requirement that VA must have clear and convincing evidence to reverse any findings favorable to a claimant in an earlier VA decision; and (7) a new, more robust explanation of why a claim was denied. VA continues to invite more claimants to participate each month and intends to send out 365,000 invitations through January 2019. Because of the low RAMP participation rate, VA is sending second and third letters to each claimant who had been offered the chance to participate in RAMP.
