Description
Summary:On the motion being made by the Earl of RIPON for the second reading of the corn important bill, his lordship said that, having undertaken to discharge this duty voluntarily, he should not apologize for bringing forward a measure which he had always considered as by far the most important, concerning the social condition of the country, that had ever called for the attention of the house.
