Summary:Despite political rhetoric in 1993, the condition of children in poverty has not improved, & the future looks bleak. Project Head Start, in providing a wide range of services for disadvantaged children & their families, has been recognized as effectively promoting school readiness. However, recent attempts to expand the program created problems in the system, now under administrative review. Child development intervention needs to occur in children's lives as early as prenatally, & be preventive rather than remedial. In addition, intervention should continue into grade school to ensure academic & social success. Two other projects serving disadvantaged & other preschool children are described -- Parents as Teachers & School for the 21st Century. 10 References. M. Pflum
