Summary:The 10th meeting of the Contracting Parties (COP-10) to the Ramsar Convention on Wetlands of International Importance especially as Waterfowl Habitat (Ramsar Convention) took place in Changwon, Republic of Korea, Oct 28 2008-Nov 4, 2008, and had as its theme "Healthy Wetlands Healthy People". Its official name, The Convention on Wetlands of International Importance especially as Waterfowl Habitat, reflects the original emphasis upon the conservation and wise use of wetlands primarily as habitat for waterbirds. Despite initial opposition by Japan and the US, the meeting finally agreed on a 4% annual increase in the budget over a four-year period, as well as on the establishment of a partnership coordinator post in the Secretariat. The meeting adopted consolidated scientific and technical guidance for integrating wetland conservation and wise use into river basin management. The meeting adopted guidance on responding to the continued spread of highly pathogenic avian influenza (HPAI).
