Summary: | Singapore is a multiracial, multiethnic city-state with a democratic socialist government that came to power in 1959. The People's Action party saw home ownership as a key incentive to nation building & economic development, so in 1960s, it established the Housing & Development Board (HDB) to design a Home Ownership for the People Scheme consistent with Singapore's larger master plan & concept plan. Income thresholds determine eligibility for HDB housing units, & today, 87% of Singapore's residents live in HDB flats, 78% of whom own them. The ultimate goal is full home ownership for every family by the year 2000. After outlining Singapore's experience, some of the emerging & remaining challenges are discussed. 5 Tables, 4 Figures. F.
