Collectively Defending Democracy in a World of Sovereign States: The Western Hemisphere's Prospect

The nations and peoples of the Western hemisphere have both an individual and a collective interest in protecting existing democracies while helping others to become democratic. A strategy for promoting democracy is discussed.
