Summary: | In recent times, the Canadian federal government has sought to actively influence social policies. In 1999, together with the provinces & territories, it signed the "Social Union Agreement," in order to modernize social policy. The agreement encloses concepts of the multiple level governability & new public management models. The process of restructuring governability relations has been explained, on the one hand, as a new unilateral federalism that seeks to control the provinces; on the other hand, as a new collaboration era between government levels.
