Summary:Discusses the OSCE mission to Georgia, whose mandate was centered on understanding & helping to resolve peacefully the Georgia-Ossetian conflict. A chronology of events in the conflict resolution process begins with the 1992 end of the fighting & outlines the deployment of the joint peacekeeping force; establishment of the Joint Control Commission mechanism; 1996/97 quadripartite meetings of high-level representatives; & 2000-2003 political expert meetings. Mission activities are described & the intent of the new Georgian president to restore territorial integrity is noted. The 2004 deterioration of security in the conflict zone is described, along with events since that time. Georgian proposals for peace & the Ossetian response are laid out before citing other OSCE mission activities. While 2005 did not see genuine progress, it is suggested that the building blocks for a resolution now exist. With the Georgia-Ossetian conflict no longer considered frozen, 2006 is seen as a decisive year. D. Edelman
