Summary:The legacy of backwardness but also of potential competitive advantage in the computer and software industries makes for a uniquely appropriate sectoral case study within the framework of a general investigation of the key issues of innovation policy in East Europe and the former Soviet Union. Discusses the sector's technological characteristics, where its entrepreneurs will come from, the conditions for realising potential competitive advantage: economies of scale; in house innovatory capacity; strength of networking with other companies and with the global economy; support from government. Considers the sector as a vehicle for technological progress, its wage levels, capabilities and competitiveness, and concludes with some pointers for policy.
