Summary:Relevance and objectives of the work are to identify the parameters for assessing housing quality, comfort of urban environment and population life quality, their relationship. The author explores the hypothesis of achieving improvement of the human life quality by taking more complete account of factors and criteria for housing quality and life environment. The author uses the logical method to analyse the parameters of assessing the quality of human life, housing and environmental quality; the statistical analysis for the results of a population survey regarding the extent of satisfaction with the housing quality; the economic analysis of environmental protection costs and relative investments in fixed assets; the analysis of the extent of housing availability in the Russian Federation and other countries. The average housing availability in Russia is 26.4 sq. m. per person, in Eastern Europe – 30 sq. m., in the UK – 50 sq. m., in North America – over 70 sq. m., but there are still other countries where the availability of housing is significantly lower than in Russia. According to the estimates, the availability of housing in Russia will increase on the average by 10% and will reach the level of 27.6 sq. m. per person due to the mortgage development; at least 5 million families will improve their housing conditions; the annual volume of commissioned housing will amount to 120 million sq. m. The greatest satisfaction with the housing conditions was shown by the residents of Moscow, North-Western and Central federal districts. The residents of St. Petersburg, Siberian and Ural federal districts were dissatisfied with their living conditions. The population life quality characteristics have been defined, as well as the integrated indices, parameters and indicators for assessing the housing quality, with the use of international standards (in line with the ОECD methods). The methodological aspects of the integrated environmental quality index, its components and criteria have been considered. The current environmental protection costs showed a positive dynamics and increased from 345,464 million rubles in 2018 to 393,691 million rubles in 2020; the scope of investment in fixed assets to be used for environmental protection increased over the same period from 157,651 to 195,962 million rubles.
