Summary: | Advisory work on, and legislative changes to, social security during the period of the National-led government between 2008 and 2017 were heavily shaped by an ideological and political focus on welfare dependency and on managing and controlling beneficiaries. This emphasis largely continued the direction of social security policy over the preceding decades and continues to have an important influence on the work of the Labour-led government elected in 2017, despite expressed intentions for significant change. Substantial innovation in social security policy will require significant change in the policy and public approach to benefits and benefit reform. |
