Summary:The critical importance of well-performing public institutions, good governance and low level of corruption for development and poverty reduction has come to the forefront in the 1990s at the national levels. Similar reform process at corporate levels had begun in the mid-1980s. The World Bank and ADB had taken these issues very seriously. Just as it was increasingly being recognized in the 1980s that individual investment projects were less likely to succeed in a distorted policy environment, it had become obvious in the 1990s that neither good policies nor good investments were likely to emerge and be sustainable in an environment with dysfunctional institutions and poor governance. This paper looks into the state of governance and corruption in the South Asia Region defining the pros and cons, taking into consideration the views points of the World Bank, ADB, and others.
