[...]late on the last day, a compromise was reached to postpone a final decision.7 The COP requested that, until COP-2, the secretariat functions be performed by a Minamata Secretariat based in Geneva which will review "the organizational arrangements", including the location and host-country contribution. [...]the contact group agreed on a modified version of the Secretariat's road-map proposal, and the ToR for a 25-member ad hoc group of experts designated by governments tasked with presenting COP-2 with proposals for monitoring arrangements; and elements of an effectiveness evaluation framework, taking into account the experience of the Stockholm Convention12 and other multilateral environmental agreements. [...]the COP adopted these guidance documents as proposed.18 Emissions BAT/BAP and Measures involving Existing Sources Article 8.8 called for COP-1 to adopt guidance on (a)best available techniques (BAT) and best environmental practices (BEP), taking into account any differences between new and existing sources and the need to minimise cross-media effects; and (b) support for Parties in implementing measures set out in paragraph 5 (measures regarding existing sources) of the same Article, in particular in determining goals and in setting emission limit values.
