Summary:Movement across a national frontier without prior authorization is increasingly treated as a criminal act, even for those whom states are obliged not to penalize for illegal entry if they present themselves promptly to apply for asylum. A significant sign of problems for a nation's political asylum system can appear in the form of rising numbers of applicants. That was certainly the case for the US in the early 1990s. Two proposed directives on asylum have been fiercely debated in the EU. Many have considered it imperative that the EU harmonize basic asylum policies in advance of the accession of the 10 new states, but agreement on these directives has proved elusive. In late 2001, the European Commission proposed two detailed legal measures in an effort to harmonize EU responses to asylum seekers. The Asylum Qualifications Directive poses 2 categories of individuals who need international protection.
