Summary:Local governments are becoming more policy dependent, as well as fiscally dependent, on states and the federal government. It is important, therefore, to examine the extent of the increasing fiscal and policy dependency and to urge a new and thorough look at what these dramatic changes mean to the health of local government. Some important studies have been done on fiscal and policy dependency of local governments. For example, the Brookings Institution completed an examination of 12 of the largest cities in the country. An example of an individual study is Sarah Liebschutz's Rochester, New York. Others have been done by researchers on Phoenix, Arizona and Los Angeles, California which also indicate increased dependency. Much evidence exists to support the thesis of fiscal and policy dependency of localities on state and federal government. Whether this dependency is ''good'' or ''bad'' is not measured. All that is really provided at this point is proof that major alterations have occurred.
