Summary:The draftact brings primarily the following measures of a material nature: - reduction of consumer container volume from 6 litres to 1 litre; glass consumer containers of up to 3 litres shall be an exception (especially "giftpackaging") as long as they are not located on premises where spirits are sold for direct consumption; - a rule that states that premises where spirits are sold for direct consumption may contain only one consumer container with a broken inspection stamp, or three consumer containers with broken inspections stamps if they have a one-way valve; - stricter registration conditions for persons required to label spirits; - implementation of a similar registration system for distributors of spirits as well; - introduction of a requirement for persons required to label spirits, or a spirits distributor, to pay a deposit of 5 million CZK, which is commensurate to potential sanctions for administrative offences pursuant to the draftact; - publication of key information from the register of persons required to label spirits and distributors of spirits; - specifying an obligation to return removed undamaged inspection stamps to the Customs Authority; - introduction of a new generation of inspection stamps; and - introduction of a compulsory camera system installed in locations where spirits are labelled.
