Summary:Addresses the increasing future fiscal costs, and need for cost containment, of New Zealand Superannuation (NZS) as increasing numbers of baby boomers reach retirement with ever larger, subsidised KiwiSaver lump sums and qualify for NZS, which must continue to be funded by taxpayers. Discusses the use of one or more of three main levers to reduce future pension payments while maintaining the best features of NZS : the age of eligibility, the level of payments, and means-testing. Details a proposal for the use of income-testing under the third lever, including a proposed 'New Zealand Superannuation Grant' (NZSG) available to all, unconditionally. Provides a brief history of income tests in NZ.
