Summary:This paper describes the optimization of UMTS networks using an automatic cell planner (ACP). The ACP uses a genetic algorithm based optimizer that orchestrates the optimization process. By adjusting antenna parameters and common channel transmitted powers, the ACP improves the network performance in terms of capacity, coverage, quality of service and service continuity. The effectiveness of the ACP is illustrated by a detailed optimization example.
