Summary:Offers a comprehensive risk assessment regarding the use of biological weapons via a combined historical overview of biological weapons activities and analysis of the technical requirements for developing and deploying these weapons. The risk analysis indicates that the risk of biocrimes by lone actors and biological warfare by developed states is low; risk of biological warfare by rogue states is low to moderate; and the risk of bioterrorism by nonstate actors is low to moderate but increasing over time.
