Description
Summary:Sioux City, IA, is no stranger to privatization. For more than 20 years, the city contracted its solid waste collection. When the solid waste service was opened for bid in 1996, however, the Sioux City Utilities Department approached the American Federation of State, County and Municipal Employees about developing a plan to take back the service.
